Letter: The making of a terrorist?

I recently read a Department of Homeland Security report in spite of the fact that it says “For Official Use Only” and “Contains law enforcement sensitive information. No LES information should be released to the media, general public… or Internet.” Guess where I read it? If you guessed the Internet you would be correct. You can fault our government for a lot of things, but one thing they are really good at is keeping secrets. This information was provided to law enforcement agencies to help them “deter, prevent, preempt or respond to terrorist attacks” against the U.S. But who are these terrorists DHS is referring to?
