Budget director mentions Midwest wind transmission

SIOUX FALLS, S.D. (AP) - President Barack Obama's budget director says part of a proposed $15 billion a year in energy efficiency investment spending could go toward an "electricity superhighway" that would transmit wind energy from the Dakotas to the nation's population centers.
