Gov. Walker declares a state of emergency for the southern half of the state

-- The U.S. Drought Monitor says about the southern third of Wisconsin is in a moderate drought, while the state’s mid-section is abnormally dry. But that was as of a week ago, and no rain has fallen since then in the region. And that was why Governor Scott Walker declared a state-of-emergency yesterday in 42 counties in the southern half of Wisconsin – generally everything from Eleva, Marshfield, and Green Bay southward to the state line.
