Afternoon State Sports Briefs: Baseball establishes new collective bargaining agreement

-- You won't see Major League Baseball locking its players out any time soon. Commissioner Bud Selig and players' union chief Michael Weiner announced a new five-year collective bargaining agreement today. It allows Selig -- a former owner of the Milwaukee Brewers -- to retire as commissioner next year with a record of 21 straight years of labor peace.
