North Dakota’s U.S. Senate race is widely viewed as one of the most competitive in the nation. Yet here on the prairie, the contest between Republican Rep. Rick Berg and Democrat Heidi Heitkamp is less engaging than distant observers proclaim. Heitkamp and Berg have been cautious, preferring to deliver their message via TV screens, where campaigns can carefully control the message.
