The good news: Bismarck-Mandan has only had 4.6 inches of snow this season. Normally, the area has 16.3 inches. Last winter, by this time, Bismarck-Mandan had received 21.6 inches of snow. Winter 2011, so far, bodes well for local spring runoff prospects, raising hopes that there will be no spring flooding.Word count: 502
