Neglect charges filed in Nobles County horse deaths

WORTHINGTON, Minn. - The Nobles County Attorney’s Office filed charges Tuesday against a rural Reading woman after horses were found dead last week on her farm.

Joan Mary Moore has been charged with 11 counts of felony animal neglect. Each count alleges that she neglected a horse and that the animal died as a result.

Each count carries a penalty of up to two years in prison, a $5,000 fine or both.

She also has been charged with additional counts of animal cruelty at a lesser level with regard to horses that are still alive.

Nobles County Sheriff Kent Wilkening said last week that a veterinary who accompanied deputies to the farm counted the remains of 15 horses “in varying states of decay.” Nine horses on the farm were still alive.
