Sex offender living in Park Rapids out on bond after more abuse charges

PARK RAPIDS, Minn. – A Level 3 sex offender living in Park Rapids is out on bond after being charged with abusing another child.

He asked for help during his arrest earlier this month, according to Park Rapid police records.

Mark Anthony Rehm, 29, posted a $20,000 conditional bond Jan. 18 after appearing the day before on charges of second-degree criminal sexual conduct.

Assistant County Attorney Erika Randall said she could not discuss the pending case.

Rehm, whose next appearance is Feb. 18, faces four counts of second-degree criminal sexual conduct stemming from his alleged repeated contacts with a 12-year-old girl in December and January.

“Rehm admitted to being physically attracted to (the girl) and that she was good looking,” the complaint states. “Rehm admitted to frequent contact with (the girl) by phone and text messaging and that he would tell (the girl) that he loved her and that it was inappropriate for him to talk to (the girl) like that. Rehm stated that he has a problem and that he needs help,” the complaint stated.

Rehm’s supervising probation agent, according to Department of Corrections records, is “expired from court imposed Minnesota prison sentence and supervised release,” so he is not under any local supervision.

“The offender has completed a term in prison,” the DOC stated. He is listed as a predatory offender with a “history of sexual contact with minor female victims (ages 4-14). Contact included penetration. Offender was known to victims.”

He appeared Jan. 17 in Hubbard County District Court on the charge. Judge Paul Rasmussen set bail at $50,000 without conditionals and $20,000 with conditions.

According to court records, Rehm posted, through a bond company, the entire $20,000, not the usual 10 percent cash alternative.

Rehm, originally from Fergus Falls, has been on the DOC radar for some time, according to court records.

He was hauled into court twice, in 2004 and 2006-07, for failure to register as a sex offender.

It is unclear from the DOC records when Rehm moved to Park Rapids, or where he lives on King Street.
