Government charges 4 people in heroin conspiracyMINOT, N.D – Four people have been accused in a heroin ring on the Fort Berthold Indian Reservation in western North Dakota.
Zachariah Walker, Donald Rasmussen, Heather Lockwood and Kichong Phommahaxay are charged in federal court with conspiracy to possess with intent to deliver heroin.
Rasmussen signed a plea agreement earlier this week. The other three defendants have pleaded not guilty.
Authorities say the conspiracy moved heroin from Salt Lake City to the reservation.
