Sex offender arrested after failing to register

FARGO – A high-risk sex offender was arrested Friday afternoon after failing to register his address with authorities, the U.S. Marshals Service reported.

A federal warrant was issued Thursday for the arrest of Ahmed Rashid Toliver, 30, who is alleged to have traveled to North Dakota and lived at 2219 30th Ave. S. in Fargo for several months without registering his address.

Officers with the High Plains Fugitive Task Force waited at his residence and arrested him without incident when he came home late Friday afternoon.

He made an initial appearance in Cass County District Court on Friday. U.S. Magistrate Judge Karen Klein ordered he be held in custody until a detention hearing at a later date.

Toliver was convicted in 2001 for gross sexual imposition involving the use of force after a 1998 incident in West Fargo. He was a juvenile at the time of the offense but was charged and sentenced in adult court.

Toliver’s two victims were female acquaintances under the age of 15. He is a lifetime registrant.
