ND Sen. Hoeven says Obama pipeline move 'bizarre'

BISMARCK — North Dakota Sen. John Hoeven says it's "bizarre" that President Barack Obama is trying to take credit for an oil pipeline when he's blocking its construction.

Obama says he's ordered federal agencies to speed up approvals for a section of the Keystone XL pipeline that will run from Oklahoma to the Texas Gulf Coast.

The Keystone XL is designed to bring Canadian oil to the Gulf Coast. Obama refused to approve a permit for the pipeline to cross the U.S. border. Now the pipeline's developer is going ahead with a shorter section of pipeline.

Hoeven says Obama's approval isn't needed for the Oklahoma-to-Texas stretch of pipeline. He says Obama is still delaying the part of the pipeline that will be used to ship North Dakota oil.
