Render a stiff, stern penalty

After reading The Forum report that Kristine Sellie-Hanson in Fargo, was arrested on suspicion of animal cruelty after witnesses saw her swinging a Lhaso Apso around by its leash, yanking out hunks of its coat and doing a good vocal impression of a banshee at it, I feel compelled to remark:

Perhaps the American Kennel Club should skip delving into a dog’s pedigree and behaviors, and begin Googling head cases who should not be allowed to have a dog. Obviously the penalties for animal cruelty are too weak; the laws need more teeth in them – no pun intended.

If this woman is convicted, I appeal to the judge on this case to render as stiff and stern and stark and stinging a penalty as is possible.
