North Dakota Sen. Hoeven wants Guantanamo kept open
Hoeven says Tuesday the bill would prohibit operating any terrorist detention facilities in the United States.
President Obama wants to close Guantanamo, and Hoeven and other lawmakers want to keep it open. Hoeven and three other senators went to Cuba to inspect the prison, and Hoeven says the detainees are being treated well.
Hoeven says he spoke to the prison's top commander and some guards. He says he observed some detainees but didn't speak to them.
Human Rights Watch attorney Andrea Prasow says tours like Hoeven's do not show the true conditions at Guantanamo.
