Man who sued Bismarck taking case to LegislatureBISMARCK, N.D. (AP) — A Bismarck businessman who sued the city over property taxes intended for urban renewal projects says he'll take his case to the Legislature after a judge tossed his lawsuit out of court.
Curly Haugland is a Republican activist and a critic of the use of tax money to benefit private businesses. He filed the lawsuit last April over Bismarck's tax increment financing program, saying the formula used was unconstitutional.
Judge Donovan Foughty dismissed the case last week.
