Sandbag center proposal gains steam in MoorheadA proposal to build a sandbag production and storage center in Moorhead took a step forward Monday when the City Council directed staff to develop plans and specifications.
A consensus of the council appeared to agree that the city should commit to providing residents with sandbags during major flooding, but a question remained: Should the city establish a threshold river stage the Red River would have to hit, or threaten to reach, before assistance is offered to residents?
Council member Nancy Otto said the city should explore the possibility of charging residents for sandbags if they haven’t taken steps to reduce their flood risk, such as eliminating a walk-out basement.
The estimated $1.7 million cost of the facility would be paid for with general obligation bonds paid back over 20 years.
