New leadership for Happy HooligansThe Happy Hooligans have new leadership after one airman retired after 38 years of service and another was promoted to brigadier general during a ceremony Saturday.
Brig. Gen. Alan Palmer, Grand Forks, retired from the North Dakota Air National Guard, where he has served as the chief of staff since 2006.
Col. Cecil “Bud” Hensel Jr. of Frazee, Minn., was promoted to the rank of brigadier general and replaced Palmer as the new chief of staff.
Also Saturday, Col. Robert Walton of Fargo retired from the North Dakota Army National Guard after a 30-year military career. He was presented the Legion of Merit medal, the second-highest federal peacetime award.
