Flood 2009: Impending second crest
City leaders asked residents to begin inspecting their own dikes and counting unused sandbags. Meanwhile, FEMA teams were doing their own inspections, touring damaged areas of Clay, Cass and Richland counties.
Flood-fighting efforts picked up again in Fargo and Moorhead on Sunday, as city workers began building contingency dikes in vulnerable areas.
It was hard to imagine the river rising again. After all, it had been falling at a rate of just under half a foot a day and was now down to 34 feet.
