Flood 2009: The window of opportunity

March 24 – The window of opportunity for the cities to build strong dikes was small, but city and county leaders were confident it could be done.

The big push was under way.

Colder temperatures were expected to set in overnight. People worried the weather could create problems for placing sandbags. Then again, the cold could slow the flow of the spring melt and the rise of the river.

Still, people needed to be prepared for the worst. Talk shifted to evacuation plans.

For residents in some parts of the Valley, it was already a reality. In Crookston, Minn., many began fleeing their homes after the Red Lake River surged almost 4 feet in just a few hours.
