Flood 2009: March 21 – Race against time
The Red was swelling, and overland flooding already plagued the southern end of the Valley. Richland and Wilkin counties scrambled to try to keep up.
Fargo-Moorhead residents were starting to get a sense for what was coming.
The mood was shifting from calm to concerned.
And then there was the weather.
A powerful storm system was on its way and was expected to drop up to 2 inches of rain, followed by snow.
It was a race against time and against Mother Nature.
